Start the agricultural property valuation with the decision the report must support

The assignment question is the first checkpoint

Before the inspection, choose which decision the report must support: succession, sale, expansion, redevelopment or refinancing. That choice does not automatically change the basis of value, but it does affect which information the client, lender or other user must be able to find. Therefore, record the intended use, intended reader, relevant date, known plans and usage aspects to be investigated at the outset. This is not a theoretical precaution. In an NRVT ruling concerning a semi-detached home with development land, garden land and agricultural land, the NRVT found that the substantiation of comparable references was inadequate, data sources were missing and differences in value were not explained transparently. The ruling concerns that specific valuation; it does not prove that this happens in all agricultural assignments. It does, however, make clear why an unusual or non-standard assignment does not make the traceability of sources, differences and usage aspects any less important.

Keep the chosen substantiation appropriate and clearly defined

Use market information subject to the conditions associated with the source. For the CBS average price of arable land and grassland, the Dutch Land Registry describes, among other things, transactions larger than 1 hectare, involving only grassland or arable land, and excluding buildings such as a farmhouse or barn. Such a selection is therefore not automatically comparable to a complete farmyard with buildings. The Dutch Land Registry also states that a valuation with a map is required for assignments from, among others, banks, notaries, accountancy firms or a court. This supports the practical need to name the purpose and user in advance, but does not prescribe how every individual assignment must be carried out. A municipal WOZ approach also has its own scope. According to the Valuation Council, agricultural properties are valued primarily through systematic comparison; where there are too few sales, national sales data and other market information are analysed to establish benchmark figures. This is information about the WOZ valuation of agricultural properties, not a general methodological prescription for a sale, succession or financing valuation. Therefore, state in the report which comparison was chosen, which property components it does and does not cover, and what uncertainty remains.

Use an assignment decision register

Turn the intake into a short, verifiable working method rather than a general context paragraph. For each point, record what is established, who provides the information, which source has been checked and what this means for the report. Use this entry prompt: “For each assignment, record the intended use, intended report user, source of each relevant usage aspect, checkpoint and follow-up decision.” Then discuss at least these three questions: which decision must this report support; which fact or future plan is an assumption rather than an established fact; and which comparison or source covers which property component? For redevelopment or expansion, this prevents a wish from being read as existing use. For a sale, it helps keep the distinction between the farmyard, land and buildings visible. For succession or refinancing, the register clarifies which explanation is needed for the decision-maker involved. The subject-specific limitation is: “This article describes an editorial intake and review method and does not replace engagement terms, legal assessment, financing advice or a professional valuation.” Include this limitation in assignment communications: only the valuer can determine, within the specific assignment, which investigative steps and assumptions are appropriate.
